Definitely Breton.

Bretons have amazing passives that increase your max magicka, increase spell resistance, and reduce magicka cost of spells.

Regardless of whether you play a healer, tank, or dps, those passives will always be useful to have. Templar class needs mana no matter which role you play as and there’s no doubt Bretons will get the most use of their passive abilities.
